You could ask the Vision, on the Windrose. He's built a garden in the cargo hold of that ship. There's a communal garden area on the Iskaulit as well.

It's another ship, but no one lives on it. [He leans back against the fence rail, gesturing as he talks.] From what Nightingale has told me, it used to belong to an alien species, only the Fleet was 'gifted' it after the inhabitants died off. Now it's used as a hub space. There are a number of rooms in there that people do things with. The garden is one of those projects.
