is every person stationed in this fleet of orokin human descent? Logic would dictate that such would be highly improbable, what with how many beings are apparently about.

No specific persons, no. Merely a wonder as to what does happen around here, and if it seems as though there are trends to being 'sent home', as Ordis has seen mentioned.
