Antiva is well known for it's leathers as well as it's assassins. You want a good pair of boots and a political adversary dead? You simply don't go to Navarra, you go to Antiva where you can get both the boots and a Crow to do your dirty work, everyone knows that.
Now, if you're looking for a dragon slayer, then you go to Navarra. Supposedly they've got whole families there for that sort of thing.
