[it was bound to happen sometime. all three captains of the SS Red Fish are hauled back home in various stages of medical distress, and things have been a little weird since then.
one of these things is the super soldier with the busted metal arm that is brought in to be kept locked up in Coil's lab for a while. turns out those restraints he'd had installed did come in handy. that's a thing.
so, whether you're here to check on one of the various ailing people here, gawk at the guy chained up in thedungeon lab, or are just trying to live your life in relative peace and sanity, come on in!]

But Sam just sort of rushes in on the tail-end of Winter (wait, what) talking.
"-thing wrong."
He stops behind Sye, looking between Coil (looking like shit) and Winter (looking like shit, too, only with cuffs on). Aha. So this is why he could hear Syeira's pissed tone reverberate as he made his way down the hall. He looks to Coil, points to Winter, rubs an exasperated hand down his face.]
What the hell, Coil.
[.......... In case you wanted an echo of Syeira's original wording, only, you know. A bit low on the 'angry' and high on the 'confused'.]

[Her tone is exasperated, and the only reason she's not gone into full on berating mode, is because both Coil and this new person currently attached to the wall of her ship, are in poor health. It helps to keep the terror at bay.
It doesn't do anything for the sharp stab of disappointment she feels at Coil though, and it shows on her face as she gives her attention directly back to him.]
I thought we were passed this sort of thing.
[She'd hoped they were past it. But clearly she was wrong.]

the disappointment--when he hadn't even done anything to earn it in this case--grates on him until his nerves are instantly raw. any patience he might have had evaporates immediately.

He didn't do it so much as.. have the facilities to.
[ What else would the fleet have done to keep him in check in case he loses it again? Winter's not really to a point yet of trusting his own head. ]

[He's the Red Fish Whisperer. But he looks unsettled as well, looking over at Winter with a patient albeit concerned glance. Sam's gotten so used to things being more than they seem at first glance, he's not going to get too pissed off until things fall apart. So far, the fact that Winter is in agreement with Coil — is in defense of this — means a lot. First thing's first:]
At least tell me you actually want this, Winter.
[He signs to Coil, utterly oblivious as to whether Winter will follow along with ASL or is completely at a loss.

[She's trying very hard to be reasonable, to not snap at anyone, or shout. Her relationship with Coil was always tenuous and she can feel it sliding down hill as it is. But there are some things a person simply cannot stomach.]
Whether or not he's fine with it is irrelevant. We do not chain people up.

'R-E-S-T-R-A-I-N,' is spelled out to correct her, before he signs that 'he almost killed us,' just in case that fact is at all unclear.
and it's obvious that he has more to say, but he needs to lower his arms and close his eyes for a minute. he needs to take a breath.]

Winter frowns, recognizing the gesture. Broken. If there was any sort of hope of him thinking that he wasn't, before, it's gone now. Other people have noticed, too. ]
Short of elimination, this was the best option.
[ Not exactly answering the question, but he's resigned himself to it. He's fine with it. Even if waking up and being restrained unsettles him quite a bit. He can tolerate it so long as he knows he can't hurt anyone this way. ]

[It's said patiently; not condescending, but as a matter of fact. This is no easy situation, he can tell. And they're not gonna be happy with it, no matter the outcome.
He's not as emotionally driven as Sye in this — well, not on the outside. But while he's learned how to stow a lot away, he's also by that token used a lot of his life to do things like see Coil's side of the coin. Even if he's been a victim of this very thing himself. He nods instead, glancing between Winter and Coil, finally landing on Winter with a sympathetic look.]
So it's a safety net. A way to try to minimize the damage, if there's any left to cause.

[He does. He really does.]
... You're wrong on one thing, Coil. We're all capable of being weapons in this place, so restraint... won't stop the next person they screw with. This isn't really much of a solution unless he's still glitched.
