based on what people have told me about nazis it was shorthand for the kinds of things general hux did back in my timeline to report him to someone who might take some kind of action heres the message:

"hey captain rogers there is a guy named general hux who is basically a space nazi he blew up an entire star system multiple planets and killed a lot of people and he's talking big here about continuing to work on his projects thought you should know"
