[He's honest about that because this is one of those questions where platitudes are just hidden cruelties. He doesn't know if people can change, even with a thousand or nine thousand years worth of time. He doesn't think he can change or stray from the bloody path he began as a child.
But he's seen people overcome amazing odds and stay true to the better version of themselves even when faced with life and death, the possibility of being murdered by the object of their vengeance or the horrific choice of becoming a murderer themselves.
For Okita, the choice was simple and clear. For Tetsu...he'd hesitated.]
People are capable of amazing things given the right motivations.
[He pulls a small aquatic eel with three tails down from the shelf. It has a seashell heart held in a pair of stubby little arms and a goofy but charming smile drawn on its elongated face.]

She remembers the specter of the end hanging over her. So to run away from that, she made the Millennium Capital. She made herself the harlot queen, a dictator who ruled with an iron fist, who ignored the world to indulge herself in hedonism. Because the end would come, she even tried to push Hakuno away, paradoxically because she was scared of losing her. And like that, she tried to take away everything from Nero, to wage war and rule as a Queen... To pretend the end wasn't coming, and indulge herself in all her pleasures until that end came.
That was the problem when a god fell in love with a mortal. She who had never had a happy ending, knew she wasn't fated for one this time, either.]
... It is quite cute.
[She doesn't understand this. He's Okita Souji. He who was loyal to Japan to the last should hate her, whose legend spoke of overthrowing the throne. She's even told him some more of her sins, and he still didn't mind.
Even Karna had said the same. That she wasn't evil. But the sins she'd committed... What else could she be?]

[He squishes the eel's sides slightly, watching as the tails wag behind it.]

If you were happy about them, then maybe I'd think you were evil.
[He holds the eel out to her, knowing that his childish actions and his heavy words are discordant.]

... You're mistaken on one thing. Tamamo-no-Mae is a name I am happy about. It is the name I wish to keep.
[It was given to her in a happy time, by a man she loved. And it was the name that Hakuno loved her with.]

If nothing else, I'm happy that I was able to meet you, Tamamo-san. [And he puts an emphasis on her name - the name she likes, the one she's chosen and wants to keep.]
