[That's how you know it's going to be a long explanation. And in fact this does actually go on for like, fifteen seconds, but the most relevant bit is:]

The algae reflect this, and then the fish eat the algae, and then something else eats the fish but at that point it's probably so diluted that it has no effect when mixed in with a varied diet. But if we did manage to find some kind of giant lizard that only ate fish from this pond, then it would likely glow, too.
