He shakes his head at first, rejecting the notion that he's afraid. Of course he's not afraid. He's not allowed to be afraid.
But, after that initial protest, he hesitates.
How else would he explain why he hides? It's something that he is supposed to do, of course... but why does he actually abide by it? Looking at the blank space of the wall, where he would be writing next, he gets stuck on the answer for a while.
Because it really does all boil down to fear, doesn't it-- when he really digs down?
He doesn't look at her when he finally produces an answer. And when he does, the letters are small, neat, and sure.
