It's for the disposal of biological waste. When humans eat or drink their bodies process that sustenance for energy, extract the nutrients they're provided with, and eject the rest in either solid or liquid form. It's inconvenient to store something that's useless, so it's deposited discreetly here and then likely expelled into space.

Mostly it's a matter of modesty. It involves some level of undressing below the waist and some people consider that overly personal. Also sometimes there's an unpleasant odor.
