[Wrath sends the message to everyone via the network that she and the captain need to conduct an important all-hands briefing on the ship; attendance is necessary. Briefing is in the kitchen/dining area, which should be big enough for everyone, if barely. Wrath waits until everyone is there and sitting with their drink of choice before proceeding.]

Okay everyone, I’m gonna keep this brief and then you can ask questions later as needed. Tenno has informed Captain Vision and me that one of the newer arrivals in the fleet is someone who has attacked him and Ordis before and should be considered highly dangerous and likely to try it again.

He calls himself the Stalker. [Picture of this guy up on the screen.] He has a history of covertly entering ships, cutting off their communications, and attacking the occupants. While it’s at this time unlikely that he’d be after anyone but Ordis or Tenno, I don’t exactly find that comforting, and we’re not on board with letting any member of our crew get attacked.

As far as we can tell, he should not be able to enter the ship without the use of a short range shuttle. With that in mind, we’re installing extra security on the airlocks and cargo bay, with facial recognition. If he shows up, they should lock down. But if he gets past that, be prepared to sound the general alarm for the ship. Non-combatants should shelter in their rooms in the event of an alarm. I don’t want any heroics out of you guys, okay?

The second part of this is systems visits and trips to the Iskaulit. If you spot this guy, do not engage hostilities, but just call it in so that Ordis and Tenno know where he is so they can avoid him.

We’ll also be equipping all crew with locator panic buttons. Captain Vision will brief you on the operation of those, but you use them if you feel you are under imminent threat—and not just from this particular assclown, we might as well be prepared for the next psycho that pops up—and help will be on the way.

Kurt, I want you to review our comms security and make sure that this Stalker guy isn’t going to be able to get information that way, and ensure we’ve got secure channels moving forward for any other situations.

Does he have powers? Special skills? [Attacked is kind of vague. Sounds like he knows his way around ships already though. She's also considering herself a combatant hope that's cool with everyone.]

What's his outer limit on range, and--hmm. I assume the delay is between disappearance and reappearance. If that's so, do you know of any way to lengthen the time he spends in transport, perhaps for a long enough period to injure him or disrupt the process?

My powers disrupt electronics. [Isn't that exciting news, crew? Not like your lives all depend on the electronics around here or anything. But, hey, three months in and all is fine.] But if you had a warframe and didn't come through with it then it's probably unlikely he did. [Not that she wants to dismiss it.]

And we'll have to make sure he doesn't kill you this time. Or anyone else. [If she was more prone to accepting the word of someone she just met she might be more proactive in this endeavor. After all, she was an assassin once upon a time herself. As it is, she is content to wait and see for now.]

I can do that. I spent most of my time aboard the Caprine studying.

[He pauses, glancing down and then back up.] I don't think facial recognition is secure enough. On the Fleet I know of at least one shape-shifter who changes on the molecular level; she's capable of imitating any physical attribute of an existing person, but not their powers or memories. Her alliances are unknown at this time, and it's possible she could strike up a deal with this Stalker.

Pass phrases that change on a regular basis. Codes are too easy to memorize. There should also be a record of innocuous events in our past that we can be questioned about should our behavior raise suspicion. Mystique cannot copy the memories of another person, but she is extremely observant and skilled at choosing forms that would go unnoticed. The memories chosen should be ones we're unlikely to talk about otherwise; the color of the towels in a childhood home, for example.

[He delivers all the information with the precision and lack of emotion inherent to delivering any other briefing. The pause in between those words and his next are decidedly atypical, though his voice is steady when he continues.] In her natural form, Mystique has red hair, skin the same shade blue as my fur, and eyes the same although the version here has visible pupils. Shape-shifting is her only mutant ability, though it carries with it a resistance to psychic intrusion, and whatever purely physical abilities the form she takes possesses. She is skilled at holding her form in the face of intense physical pain, less so in emotional distress. The version Kitty and I knew in our home was a member of the X-Men; however her true alliances were always to herself, and other version of her have allied with genocidal mutants in order to achieve her goals.

[The Vision nods, expression serious. He doesn't exactly have many memories...but then, he's also perfectly capable of just telling the electronics what to do. Especially since he'd be the one implementing security anyway.]

Can she mask her scent as well? If not, Officer Snuggles may be able to keep guard while he's on the ship. And while I'm fully aware retinal scans can be duplicated, brain patterns are much harder.

[Its a credit to his training that the name only makes him blink briefly before continuing, with a straight face.] Scent, yes. Brain patterns, probably not. She's powerful, but she does have limits to the extent she can change herself.

I should also note that I will likely be in her presence on multiple occasions. Until I can determine her threat level beyond a doubt, if I come back to the Windrose in her company I shouldn't be allowed past the cargo bay until she leaves, regardless of what I might say at the time or what physical state I'm in. I'm also the crew member she's most likely to imitate, as she's likely familiar with another world's version of myself.

Then I propose facial recognition for the Stalker and a brainwave scan pattern for Mystique. Either database can be added to in the future, though in most cases the facial recognition should suffice. Both can be added to a simple security "camera" in the airlocks and cargo bay, and would require only a "knock" to allow entry.

[Of course, that means they'd have to obtain a branwave scan of Mystique, not to mention building the scan device for an airlock in the first place. But there are many technological components here on the moon, so it shouldn't be too hard to find parts.]

If it's a matter of immediate self defense, I don't have a problem with use of deadly force. [Hm. Are they morally required to warn the Stalker that he will face deadly force if he invades their territory?] But I can't condone a summary execution without support from... whatever the equivalent of the Order of Justice is here.

I also don't know what ship he's on, but I'm not looking to start some kind of internecine war. I've already been in one of those, and it sucked. Even if you win, it sucks.

Defense is one situation. If he doesn't harm anyone, however, I for one do not approve of pre-emptive punishment for crimes which may not be committed. If we were to begin judging individuals based solely on what they might do, we would quickly find ourselves under the same scrutiny.
