The queen mandates a small force of the country's citizens with the authority to settle inner disputes and intervene should matters get out of hand. The royal guard protects the queen and the orders of knights protect the country's interests outside the main city both within and outside the limits of the kingdom.
So, no, not really. Most knights are merely instruments utilized by those around them. A knight is a servant-- not a ruler.
