Well, first of all not everyone can command fire and lightning from the time they're twelve years old, so that makes non-mages a bit wary. Second, the predominant religion paints magic is a tool of subservience. "Magic was meant to serve man, not to rule over him," which most take to mean that mages should be locked away and used as tools instead of treated like any sort of people.

Well it varies. The average seems to be around eleven or twelve but I've heard as young as six....
