[Key to blending in is to look like you know where you're going. All these false turns probably aren't helping with that, but at least Cloud fiddles with things before moving on to the next (wrong) room so he at least doesn't look too much like he's loitering. Thankfully there aren't a ton of people here, so he manages to find the armory without much fuss.

Which. SUCKS. Only firearms, and he can't even get the locker with the bigger rifle-looking ones inside. All he has are these dinky looking little laser pistols, but it's better than the nothing he had before so Cloud grabs one and starts fiddling with it before shoving it into the belt of his SOLDIER uniform. ...y'know what gonna take a backup too. Just two, no need to get greedy.]
