[If Looma looks to be in a foul mood, it's because she is. She's also largely disregarding every piece of medical advice she's been given since the battle- sorry John- and is not only doing the exact opposite of bed rest, but she's apparently also decided that just not leaving her injuries bandaged up is way more convenient than having to change all those bandages. So forgive her for sulking in her captain's chair, which happened to be one of the rare few things on the Bishop's bridge that wasn't smashed all to hell from the crash or the missile barrage that preceded it.]
I have been in worse situations, but that does not diminish just how disastrous this planetary incursion was.
[To put it mildly. Even she was worse for wear. Thick hide or no, she does sort of look like she'd gone through a blender, though most of those cuts from the Vieziri's weapons covering her arms were shallow and mostly harmless. The burned and blackened skin covering the left side of her face and neck, well, that's another matter. Also a pretty good indicator of just why both her left eyes were hidden behind a piece of cloth draping down from under her battered helm.]
There are two things I must address. The first is that my ship is still in need of extensive repair. While we remain airtight- mostly- the Bishop will not be fully operational again for some time. Any assistance would be most welcome.

The second is that I have a proposal. I am aware the various captains meet on occasion to discuss matters that involve the entire fleet. As soon as you are all able, I would like to call another. I have a proposal best discussed there.

What is it you’re going to propose, if I might ask? Or are you set on waiting until the meeting?

It does not concern me if any know what it is I intend to suggest, my only intention is to avoid any debate on the matter without allowing each captain to have their say.
I intend to propose we create a dedicated security force. Ideally one with members from the fleet as a whole, but I am unfamiliar with any crew roster not my own. If the Atroma steer us toward another crisis like the last, I would prefer there be people prepared to step in immediately and coordinate a proper response.
[Not necessarily a military one, either- survival was something most of the fleet seemed capable of handling on their own, at least in the short term. But overall coordination and re-establishing lines of communication was something they were definitely not prepared for last time around.]
Relying on outside forces jumping to our aid is hardly a strategy I am comfortable relying on, and I have no reason to believe it will happen a second time.

[ Kirk nodded his head, not immediately disagreeing. He had some thoughts on her proposals, but in general he did agree with her. Being caught as they had this time - it had obvious disastrous consequences. It could have been worse, but god he didn't like contemplating that, and it made his gut wrench just thinking about if things had gone worse. It was very obvious that Atroma had no issue throwing them into these situations, by accident or design, and they could no longer simply just hope to pull out of them okay. ]
You make solid points. It is definitely something that needs to be properly discussed, with the captains and the fleet as a whole, I should think.

I do not intend for it to be a strictly military force, but many of the same challenges would apply. There would need to be agreement on how to build such an organization, how it is supplied, and an agreement on just how and when it should act.
[To say nothing of who would be leading it.]
I have commanded armies, James Kirk, but I have never raised one. And absent any real authority within the fleet, I believe it is an effort best debated and undertaken as a whole.

Well strictly military is going to be a hard thing to accomplish anyways. I don't think a lot people in the fleet even have military or psuedo-military backgrounds. I think it would be best if we based this organization on volunteers with applicable skills and such. But that can be argued later, as you say.

We will definitely get better results if others feel like they have a voice. Forcing anyone to do anything just ends in disaster, not to mention completely stunts morale.
