[She doesn't know that Vash would be a bad sole captain exactly. Okay, strike that, he'd be a disaster, but only during times of conflict? She thinks he'd be pretty great otherwise for morale and watching out for people. But when she first arrived in the fleet she served briefly under a Natasha who is no longer around and then under Vision. And she really did respect and like him greatly. Then it was Wrath and while she had a lot of concerns about Wrath's memory and how far she might take something, by that time she was happy to serve under her as first mate instead of taking over. When she left and Kitty was moved up it was a big step. But she felt ready for it and the ship had come to feel like home. Becoming a co-captain felt like moving backward. It's also confusing in an actual hierarchical structure. But it's worked out so far. She hasn't felt like it's he place to ask him to step down officially and it feels further complicated with their relationship now. Also, maybe it's good for her. A balance. At any rate she hasn't gotten to the point where she does more than have a conversation like this one with him about it. And since he is rarely the one who wants to push for the real, deep talk she figures it will probably stay that way unless she decides to change it.]

He would likely never admit and tell her that he likes holding the title with her. A little something they could share together. As much as he likes to play the idiot he knows who the real captain of the ship is. It's the one people would listen to in a crisis and that person isn't him even if he held the title captain on his own. So for now he stubbornly holds onto the title, but could very easily be talked into giving it up if she really wanted.
That is until that crisis came up and lives were at stake. Then it wouldn't matter to him who was captain or not. He would stand by Rem's teachings no matter what.]
