It might be the best school in the country but that doesn't necessarily mean it's the best for what you want to do, which you said you weren't sure about yet.

well it's kind of late for that most places are full by like the middle of winter

It's never too late to look, though. Or write your applications and do whatever else is required to be accepted. A later start isn't a bad thing, it just gives you more time to do what you have to.

Do they only accept them once a year? You could always go somewhere else for the first year to get some of the lower level classes out of the way.

the earlier you put them in the more likely you are to get in, by now i could technically apply places still but there are no spots left so i'd just get rejected
& it's basically impossible to get a full ride if you switch to another school after your first year

I completely forgot about the full ride thing. That's stupid.
Do programs like that require internships at some point? Or something similar? You could always spend that year getting experience of some kind.
