[The first clue Vash had was waking up and finding out he had been made Captain. That seemed odd. He hadn't been captain for more than a couple days before Ino put in the request when this cycle first began. It was confirmed when he checked Ino's room and she was not just in deep sleep but gone completely.
He finds the letter left for him and smiles. He really isn't sure what happens when people leave. Most seem to think they go home. He likes that idea and hopes it's true. Alright, his first responsibility as captain. Let people know.
Being captain sucks.
He'll find the crew of the Three Twins personally and speak to them one on one if they haven't already found out themselves. Then he should next tell... oh man. This was not going to be easy.]

Hiro. Are you there? It's Vash. I need to speak to you.
[Because he at least deserves to be told in person one on one. In fact everyone who who had a gift left behind will get a private message from Vash.]

[Vash wishes he knew all of Ino's friends. So he could let them all know one on one. With no one else he could think of and the ones with gifts having been notified Vash let's everyone else know.]
Hello Fleet. I'm sorry to say that Ino has been returned home. [It's nicer to say than vanished. True or not.] So I have been made captain of the SS Three Twins. She was a great Captain and I know she will be missed. I'm sorry everyone.

Oh, I wouldn't get your hopes up. I wasn't exactly known for my culinary skills at any point in my life. You might have been better off with the gels.

I suppose sacrifices must be made for the greater good. I'll take one for the team, at least until another cook comes along, or we decide that my cooking skills are actually that abysmal, whichever comes first.
[Self-pity party over, he grins and holds out a hand towards Vash.]

[Vash reaches out and takes Ravi's hand in a firm, confident grip for the shake. Not so tight to be painful at all, just firm.]
I'm Vash. Technically I'm the captain of the ship and pilot, but it's mostly just a title. I don't really do much except fly this thing when I have to and get the slightly bigger room. So please try your best to get along with the rest of the crew so I can keep being lazy.
[His sound advice after being Captain for a few hours.]

And that does help! I really don't like violence. Don't have the stomach for it. I can pass out from just the sight of blood sometimes. [The scars he has hiding under his coat might say otherwise.]

[As if Ravi would have any idea of what to do in a knife-fight. This past year has involved a few scuffles that he'd rather forget, but it's been a bit of an anomalous year in more ways than one.]
Guess I could always hang onto one of those forms. Just in case. Possibly fill out multiple copies in anticipation of them becoming cinders.

I guess I should have started with that then! There are a few people in the fleet who are use to being in space, but most of us have never been before. Come on, it's this way.
[As Vash leads the way he'll point things out as they go. Down that hall is the bathrooms. If he goes this way that's where the bedrooms are until they get to the cockpit. Vash has given it a little of his own flair. He's added a few potted flowers in a couple places and added a red cushion to the pilot's seat that look like it's been sat on a few million times at this point.
Vash leans over the chair to take down some of the navigation charts he usually keeps up. This way Ravi can get a better look at all the stars and a few of the drifting ships that can be seen outside. Then he leans back and out of the way.]

Pretty bloody gorgeous, if you ask me. You'd think I'd be tired of it already but... [He gestures helplessly towards the vastness separated from them by a seemingly thin layer of plexiglass.]

Yeah. It really kinda is. And they just fall asleep. No pod or container needed. No drugs either as far as we can tell. Unless our food gets poisoned somehow.
