Talk to them? No, I can't. It is possible to communicate with some monsters, but that's much a different matter.

Are they monsters if you can communicate with them, though?

Well, that's the term we use. Only beast tamers can communicate with them, and even then it seems to be limited to their partner. At least, I've never seen the one I know talk with a different monster.
